Job Description

Leidos is looking for a high performing candidate to fill a position supporting the nation's nuclear deterrence mission with the National Nuclear Security Administration (NNSA) Office of Defense Programs as a program analyst and engineer on a major nuclear weapon Life Extension/acquisition program. The scope encompasses providing subject matter expertise on program management to the Federal program manager (FPM) and staff as well as establishing technical liaison with scientists and engineers at the national security laboratories, nuclear weapon production facilities, and Department of Defense (DoD) who are engaged in sustaining the nation's nuclear weapon stockpile.

This position requires an experienced person with demonstrated project management and engineering management expertise developed during engagement with Federal and/or Defense agencies.

This is a full-time contractor-support position located on-site at the NNSA offices in Albuquerque NM.

Primary Responsibilities

The Principal Program Analyst/Engineer will:

  • Coordinate and report on activities contributing to the successful execution of the nuclear weapon acquisition process.

  • Follow specific component design, participate in designated production realization teams, and interface with DoD and is accountable for maintaining current awareness of issues, risks, and progress toward completion of the activities undertaken by the geographically dispersed national security laboratories and nuclear weapon production facilities.

  • Provide situational analysis and advise the FPM on matters pertaining to planning, integrating, and meeting policies, programs, and procedures. This person will also assist with program guidance to resolve issues that may impact several acquisition programs.

  • Establish relationships with technical representatives from the DoD, defense contractors, and NNSA national security laboratories and nuclear weapon production facilities contractors; attending meetings to monitor design and production progress, conduct inter-agency planning, and resolve technical issues; and reporting these to the FPM.

  • Communicate complex technical risks and schedule execution impacts to the FPM, senior leadership, and external stakeholders.

  • Evaluate program variables and providing assessments to the FPM regarding how well technical plans and solutions are proceeding on schedule and whether deliverables meet customer requirements, quality control standards, and negotiated metrics.

  • Have experience with:

  • Identifying technical risks and developing mitigation strategies to ensure the overall success of the program. Proactively identify, assess, monitor, and manage risks with all National Laboratories and Production Plants and develop strategies for effective mitigation, avoidance, transfer, or acceptance as appropriate. Experienced with nuclear weapon refurbishment programs, associated risks, and product delivery to DoD.

  • Experience with DoD nuclear weapon programs and policies performed by the Project Officers Group (POG). Demonstrated understanding of POG subgroup activities, responsibilities, and products that define requirements for the design and production of nuclear weapons.

  • Travel frequently to various locations across the country for meetings.

Basic Qualifications

  • Active DOE Q and be eligible for DoD Program Access

  • Bachelor's degree in engineering, science, or other technical field.

  • 10 years of related program management and technical experience in military, government, or corporate construction, manufacturing, or production floor environments.

  • Experience with project management/systems engineering.

  • Proficiency in the Microsoft Office suite with particular emphasis on word processing, presentation, and spreadsheet applications (MS Word, MS PowerPoint, and MS Excel).

  • Excellent written and verbal communication skills with demonstrated experience in developing briefings for senior and executive managers.

  • Demonstrated experience in establishing and maintaining a positive and productive work relationship with federal customers and fellow contractor staff based on level of expertise, quality of work, interpersonal skills, communication skills and timely delivery of work products.

  • Demonstrated successful experience with briefing and interacting with executive management, senior leadership, and members of Congress and their staff.

Preferred Qualifications

  • Proficiency in the transition of requirements, interfaces, linkages, and risk mitigation activities associated with program scope.

  • Demonstrated ability to decompose requirements.

  • Ability to mentor less experienced staff.

  • PMP certification.
